§ 01 · Practice of record
Operator, not observer.
Operator Advisory & Strategy / Growth-stage decisions
Brandon Wilburn founded C9D Consulting in 2026 after nearly two decades inside technology firms as engineer, architect, principal architect and chief software architect. The practice exists for decisions that will be tested: by a board, by an acquirer's counterparts, or by the next CTO who inherits the work.
Most recently he was Chief Software Architect at Spirent Communications. He built the company's multinational R&D hub from inception, led the integration of agentic AI across Spirent's ATA portfolio, and ran four concurrent strategic initiatives toward the acquisition readiness that closed with Keysight in October 2025.
Before Spirent he spent six years as Principal Architect in Viavi Solutions' CTO organization, where the platform he built carried the NITRO product suite, Fusion and ObserverLIVE. He established platform engineering at both companies; at Spirent it started inside the R&D hub and then went portfolio-wide.

The operating evidence behind this record is in the practice's case files, from shipped agentic AI to an acquisition close.

§ 02 · Position
Advising and operating are different credentials.
An advisor observes companies work through the wave (cloud, mobile, agentic AI) from outside, with accountability that ends when the SOW ends. An operator was inside a technology firm when the wave hit, accountable for the outcome long past when an advisor's engagement would have closed. Both credentials compound. They carry different kinds of judgment.
C9D Consulting reasons from operating. The AI work is shipped, cleared through real legal and IP review, and defended under public-company diligence.

§ 03 · Request for Engagement
If the shape is roughly right.
If you are staring at an AI decision before your next funding cycle, or an acquirer's diligence team is on the horizon, a twenty-minute call may be worth your time. The same call is the entry point for fractional leadership and engineered builds.
